ABOUT KEITH GRAHAM

“Over the past 30 years in the nuclear power industry I have developed a keen sense of what is needed to solve problems.  My knowledge of Nuclear Regulatory Affairs and Nuclear Plant Licensing qualify RTS as your best resource for supplying industry experts to meet your supplemental staffing needs -- I personally screen each RTS employee to assure the client's needs are met.”

Keith Graham, President of Regulatory Technology Services

Keith Graham is a persistent problem solver; your connection to expert solutions.

Backed by a proven track record, he’s committed to continuous learning and knowledge transfer to the RTS team members and clients – an eternal student of better ways for managing a plant’s licensing basis.  Keith sees both science and art in the fact-filled, document-driven world of nuclear regulatory affairs.  The science and engineering in the plants licensing basis must be integrated with the art of communicating the licensing basis to assure efficient and effective nuclear plant licensing processes.  Keith’s experience gained during assignment with NRC Region IV was an education in NRC expectations.

In the complex world of regulatory compliance issues, a keen understanding of the regulations isn’t enough.  A good rapport with regulators can mean the difference between frustrating, costly delays and expedited compliance.  Reframing licensing basis problems begins with looking for the blind spots.

It takes some right-brained thinking in our left-brained world:

That’s what sets Keith and RTS apart from the competition.

With more than 30 years of experience providing staff augmentation, strategies and solutions for nuclear regulatory affairs and plant licensing, Keith is a problem solver, people person, and marketplace leader committed to excellence in himself and every RTS team member.  RTS is not just another broker of resumes.

His clients include:

• Seventeen plant owners

• Nuclear Steam Supply System (NSSS) vendors

• The United States Nuclear Regulatory Commission (US NRC)

• The United States Department of Energy (US DOE)

Keith has extensive experience in nuclear regulatory affairs and as a licensing engineer creating licensing basis document contents per 10 CFR Part 50 and 52 regulatory requirements; earlier in his career he served in the role of a US NRC inspector.  He has developed nuclear safety analysis reports, designed certification documents, documented environmental impact assessments, and advised plant staff and industry vendors on licensing basis precedents and what to expect from federal and state regulators.  Recently he has been serving as a Nuclear Regulatory Affairs Consultant to the Susquehanna Steam Electric Station. Keith and his wife Diane live near Augusta Georgia.  His favorite toys are his Harley-Davidson Electra Glide and his C5 Corvette.  He enjoys watching NHRA Drag racing, Indy cars, and NACAR racing.  “All of my favorite sports involve wheels,” he said.
